Dispatch No. 001 The Durham Farms Leash Question

The Leash Law Wars

In which a woman reads the municipal code aloud, and is thanked for it precisely never.

It opened with a manifesto. "To Whom It May Concern," began the Ordinance Scholar, our correspondent from the Department of How Things Are Supposed to Be, before laying out — with citation, subsection, and the quiet menace of a woman who keeps the Durham Farms bylaws bookmarked — that a dog off-leash on common ground is a dog "at large." Thirty-five comments would follow. She would write roughly thirty-one of them.

First to the ramparts came the ADA Technicians, who observed that the rule does not apply to service dogs — igniting a subthread in which two federal-regulation links were exchanged like duelists' pistols.

Then arrived the Opposition Whip, a gentleman who contributed no statute whatsoever, only atmosphere. He wondered aloud whether the Scholar had, as a child, eaten paint chips.

We are four hours and one small-dog tangent deep into a trial with no defendant.

Above the fray floated the Peacemaker, who posed the single most dangerous question in neighborhood-forum history: "Do you think you could address this with the person personally?" She was informed this was impossible, as no one knows who the person is.

The dog was never found. It is, presumably, still at large — off-leash, off-grid, and blissfully unaware that it has generated thirty-five comments, one federal citation, and a lasting schism in the body politic.
